ABSTRACT
This article examines the UN Convention on the Rights of Persons with Disabilities (adopted in 2006) from a scientific and analytical perspective, highlighting its role as the primary legal instrument for safeguarding the rights and freedoms of persons with disabilities at the international level. The study substantiates the legal nature of the Convention, its place within the international human rights system, and the revolutionary legal significance of the shift from the medical model of disability to the social model. The article provides a detailed analysis of the state obligations enshrined in the Convention—such as the prohibition of all forms of discrimination and guarantees of equality and fundamental rights—as well as measures to ensure the full participation of persons with disabilities in the spheres of justice, education, infrastructure, healthcare, information, and labor relations.
