Independent Researcher from the Institute of State and Law Successfully Defends PhD Dissertation
On July 14, 2026, at a meeting of the Scientific Council (No. DSc.26/2025.27.12.Yu/S.01.01) under the National Center of the Republic of Uzbekistan for Human Rights, Sodiq Xudoyor o‘g‘li Tursoatov—an independent researcher at the Institute of State and Law of the Academy of Sciences of the Republic of Uzbekistan—successfully defended his PhD dissertation in Law. The dissertation, titled "Improving the Incentive System in the Legal Policy of the Republic of Uzbekistan," was submitted in the specialty 12.00.01 – "Theory and History of State and Law; History of Legal Doctrines." The Scientific Council members unanimously approved the dissertation (with 100% of the votes). The research was conducted under the scientific supervision of Doctor of Law, Professor Murodjon Tursunbayevich Turgunov.
The study provides a comprehensive analysis of the theoretical and practical aspects of the incentive system within the legal policy of the Republic of Uzbekistan and develops scientifically grounded proposals and recommendations for improving legal incentives, the state awards system, and the mechanisms of the state's incentive-based legal policy. Furthermore, the importance of providing legal incentives for youth, entrepreneurship, and environmental activities was substantiated, and significant scientific conclusions regarding the improvement of legislation on state awards were put forward.
Doctor of Law, Professor Akhror Qosimaliyevich Khudoyberdiyev, and Candidate of Law, Professor Makhmud Ajimuratovich Utemurodov served as official opponents for the research work.
