On July 1, 2026, a conference dedicated to the 60th anniversary of the adoption of the International Covenant on Economic, Social and Cultural Rights was held at Chirchik Pedagogical University.
A national scientific conference titled "Citizens' Economic, Social, and Cultural Rights: As a Factor of Sustainable Development" took place at Chirchik State Pedagogical University.
The event was organized through the collaboration of the Institute of State and Law of the Academy of Sciences of the Republic of Uzbekistan and Chirchik State Pedagogical University.
Scholars, human rights activists, students, and representatives of public organizations gathered at the event to discuss the achievements and challenges regarding the protection of human rights within the framework of the Covenant.

Opening: The conference was opened by the university rector, G‘.I. Mukhamedov, who emphasized the importance of respecting and promoting economic, social, and cultural rights as the foundation of sustainable development.
Director of the Institute of State and Law, Doctor of Law, Prof. M.T. Addressing participants at the conference titled "Guaranteeing Non-discriminatory Rights in the Context of Combating Torture: International Practice and National Experience," Turg‘unov drew attention to issues regarding human rights protection and highlighted the significance of the international Covenant and its impact on Uzbekistan’s national legislation.
Professor N. Akayeva, Head of Department at the Nizami Tashkent State Pedagogical University and a Doctor of Philosophy (PhD) in Pedagogical Sciences, delivered a presentation on the methodology for teaching students about the International Covenant on Economic, Social and Cultural Rights. She discussed approaches to conveying the conceptual ideas advanced in the Covenant—which comprises a preamble, five parts, and 31 articles—to students, as well as methods for addressing questions raised during the process.
M.Kh., Head of Department at the Institute of State and Law and Doctor of Law (DSc), Professor... Baratov delivered a speech titled "The International Covenant on Economic, Social and Cultural Rights: Form and Content, History and Prospects." In his presentation, he noted that the Covenant is a treaty imposing international legal obligations on states; it was adopted by the UN on December 16, 1966 (comprising a preamble, five parts, and 31 articles) and is grounded in the principles of human dignity, equal rights, freedom, justice, and universal peace. He highlighted that, having entered into force on January 3, 1976, it has exerted an unparalleled influence on the protection of human rights on a global scale to this day.
During the conference, M. Tilovoldiyeva—Head of Department at the Nizami Tashkent State Pedagogical University, Candidate of Philosophical Sciences, and Associate Professor—presented a paper titled "On the Philosophical Essence of the International Covenant on Economic, Social and Cultural Rights." Tailoring her remarks to the specific audience, she focused on key areas requiring attention and addressed certain aspects of the Covenant's implementation. She also provided a comprehensive, precise, and detailed explanation regarding which rights are protected across various spheres of life, placing particular emphasis on the right to a decent life and an adequate standard of living. During the discussions on pertinent and timely issues raised in the substantive and engaging presentations—specifically regarding challenges in human rights protection—conference participants such as S.B. Qorayev, G.G‘. G‘affarova, B.M. Qandov, F.A. Ibroximov, and others shared noteworthy and interesting insights; their contributions elevated the level of scholarly discourse among the audience, and the proposals they presented sparked a lively discussion.
Appropriate resolutions were adopted based on the outcomes of the conference.
