Prospects for Achieving the Priority Goals of the "Uzbekistan – 2030" Strategy and Ensuring Human Rights

On April 6, a roundtable discussion titled "Prospects for Achieving the Priority Goals of the 'Uzbekistan – 2030' Strategy and Ensuring Human Rights" was held at the House of Human Rights.
The event focused on discussing key areas for the country's continued development and the strengthening of mechanisms to protect citizens' rights and freedoms.
During the meeting, special attention was paid to explaining the content and significance of the Decree issued by Shavkat Mirziyoyev on February 16, 2026, titled "On Additional Measures to Consistently Continue and Advance Reforms within the Framework of the Country's Priority Development Areas through 2030."
Participants included officials from the National Human Rights Centre of the Republic of Uzbekistan, doctoral candidates from the Institute of State and Law of the Academy of Sciences of the Republic of Uzbekistan, master's students specializing in "International Human Rights Law" at the Law Enforcement Academy of the Republic of Uzbekistan, as well as doctoral candidates and independent researchers conducting studies in the field of human rights.
Akmal Saidov, Director of the National Human Rights Centre and an Academician, delivered a presentation emphasizing the pivotal role of ensuring human rights in achieving the country's strategic development goals. It was noted that, amidst the formation of a "New Uzbekistan," the protection of human dignity, rights, and the legitimate interests of citizens is regarded as a priority area of state policy.
Murodjon Turgunov, Director of the Institute of State and Law of the Academy of Sciences, and Professor Mirodiljon Baratov, Head of the Institute's Department, also spoke at the event. In their remarks, the speakers outlined the goals, objectives, and key priorities of the "Uzbekistan – 2030" strategy, emphasizing the importance of upholding citizens' rights and freedoms, raising the level of legal awareness among the population, and strengthening the principles of social justice.
Roundtable participants noted that the "Uzbekistan – 2030" strategy reflects a new stage in the country's socio-economic development, aimed at enhancing the effectiveness of ongoing reforms and improving the population's quality of life.
Particular emphasis was placed on the need to align this document with other strategic initiatives to ensure their consistent and successful implementation.
The event concluded with the observation that, in recent years, Uzbekistan has accumulated significant practical experience in developing and implementing strategic development documents.
In this context, special importance is attached to the drafting of the "Human Rights – 2030" strategy, scheduled for 2026, which will serve as the second national strategy in this field.
To conclude, the participants presented a number of proposals and recommendations for refining the draft document, aimed at further strengthening the national human rights protection system.
