Resolution of the Cabinet of Ministers of the Republic of Uzbekistan
On measures to improve the system of postgraduate education and the attestation of highly qualified scientific and scientific-pedagogical personnel

In pursuance of Decree of the President of the Republic of Uzbekistan No. UP-4456 dated July 24, 2012, "On further improving the system of training and attestation of highly qualified scientific and scientific-pedagogical personnel," and with the aim of further improving the postgraduate education system and the activities of the Higher Attestation Commission, the Cabinet of Ministers resolves:
1. The following:

The structure of the staff of the Supreme Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan, with a total staff limit of 20 (including 16 managerial staff members), in accordance with Appendix 3;
The Regulation on the Supreme Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan, in accordance with Appendix 4;

2. Note shall be taken of the fact that the Supreme Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan, jointly with the Ministry of Higher and Secondary Specialized Education, the Ministry of Public Education, the Ministry of Health, the Academy of Sciences, and other interested ministries and agencies of the Republic of Uzbekistan, has developed and approved in the established manner the Regulation on the Scientific Council for Awarding the Academic Degree of Doctor of Science, the Regulation on the Procedure for Awarding the Academic Degree of Doctor of Science, and the Regulation on the Procedure for Conferring Academic Titles. 3. It shall be established that, effective January 1, 2013, additional payments to base salaries and other supplements for holding an academic degree shall no longer be paid.
4. The Cabinet of Ministers shall, within a two-week period, approve the composition of the Presidium of the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan.
5. The Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan and the Committee for Coordination of Science and Technology Development shall, jointly with interested ministries and agencies, submit proposals to the Cabinet of Ministers within one month regarding amendments and additions arising from this Resolution.
The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, the Academy of Sciences, and ministries and agencies that have higher education institutions and scientific research institutes within their structures shall, within one month, bring their regulatory legal acts into conformity with this Resolution.
6. Supervision of the implementation of this Resolution shall be entrusted to the Prime Minister of the Republic of Uzbekistan, Sh.M. Mirziyoyev.
