The Institute of State and Law of the Academy of Sciences of the Republic of Uzbekistan was created by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated October 30, 2020 No. 675 in pursuance of the Decree of the President of the Republic of Uzbekistan "On additional measures to radically improve legal education and science in the Republic of Uzbekistan" dated April 29, 2020.

Main research areas and activities
The structure and activities of the departments of the Institute
The Institute is the main scientific center of the Academy of Sciences of the Republic of Uzbekistan, carrying out fundamental and applied scientific research and innovative developments in the state, legal and political-legal directions, as well as coordinating scientific directions and research in the field of jurisprudence.
The Institute is a working body of the Coordination Council for the Development of Legal Sciences in the Republic of Uzbekistan. The council consists of 64 members. The Council is headed by Academician of the Academy of Sciences of the Republic of Uzbekistan A.Saidov.
The Institute has the following departments:
Department of theoretical-historical, state-legal and constitutional-legal sciences
The main directions and objectives of the department are:
study of the general patterns of the emergence, development and functioning of state and law, the genesis and evolution of world political and legal thinking;
study of the prospects of national statehood and the formation, evolution and development of law;
study of general patterns of interaction between state and law with civil society institutions;
analysis of legal problems of the development of national statehood, the relationship between the individual, society and the state;
constitutional and parliamentary law, research on the development of constitutional justice;
study of modern problems of protection, support and provision of human and civil rights and freedoms;
research of legal culture, legal awareness and sociology of law.
Department of Administrative Law and Criminal Law Sciences
The priority tasks of the department are scientific research in the field of administrative and legal sciences, assistance in the revitalization of the scientific school of administrative and financial law, the development of a young doctrine of the branches of public law in the Republic of Uzbekistan.
Research of institutions of general administrative law, special administrative law, financial law, performing fundamental research in various branches and institutions of public law.
Expertise in the conduct of scientific assessment and analysis of legal concepts and draft regulations prepared by public authorities, interaction with international organizations in the field of the rule of law.
Participation in comparative joint scientific research with scientists from the CIS countries, the development of draft model legislative acts on specialized topics, conceptual solutions in the field of organizing public administration, certain issues of administrative reform and administrative proceedings.
Development of scientific relations with specialized departments of scientific institutions and universities of foreign countries.
Department of Civil Law and International Law Sciences, as well as International Organizations
The main tasks of the Department are:
conducting fundamental research in the field of civil and international legal disciplines;
analysis of the compliance of national legislation with international legal norms and standards, development of relevant proposals for their effective implementation into the legislation of the Republic of Uzbekistan;
preparation of proposals, provision of expert assistance in order to improve civil legislation, as well as international legal cooperation;
active participation in scientific legal research, the implementation of research projects, the preparation of scientific literature, in the improvement of the qualifications of scientific personnel, in international and republican scientific events dedicated to topical issues of civil law and international legal sciences;
active participation in scientific events held by other scientific, educational and other organizations, as well as in the work of many scientific advisory councils, working groups, act as experts at public authorities and other significant organizations;
development of civil law and international law in modern conditions, new trends and prospects for the development of civil and international legal sciences and their practical significance;
preparation of a number of scientific publications devoted to topical problems of the development of civil law and international legal sciences in the context of the development of the digital economy, the implementation of international initiatives of Uzbekistan in the field of human rights, the intensification of regional cooperation, international electoral standards, international security law, etc.
Priority research projects of the Institute
1. Participation in the implementation of the National Human Rights Strategy, aimed at ensuring the fulfillment of the international obligations of the Republic of Uzbekistan in the field of human rights; increasing the efficiency of mechanisms and procedures for the implementation of international standards in the field of human rights and freedoms in legislation and in the practical activities of state bodies, improving mechanisms for monitoring the observance of the rights and freedoms of citizens; creation of a system of measures aimed at ensuring the protection of human rights and freedoms; increasing literacy and legal awareness of the population in the field of human rights.
2. Within the framework of state programs of scientific activity, the Institute prepared and submitted 6 scientific and innovative grant projects for participation in the competition of the Ministry of Innovative Development of the Republic of Uzbekistan:
- Implementation of the practice of applying new administrative procedures in the activities of tax authorities;
- Creation of a new modern mechanism for international and national monitoring of the fulfillment of obligations arising from international treaties of the Republic of Uzbekistan;
- Systematization and codification of legal sources, streamlining the spheres of private law in the digital economy, identifying and harmonizing the spheres of their interaction;
- Study of the interaction of the state, law and religion in Uzbekistan and the formation of a modern legal framework for regulating relations related to religion, taking into account world experience;
- Strengthening the statehood and law of the Republic of Karakalpakstan;
- Creation of new organizational and legal, socio-philosophical, socio-political, economic, humanitarian and spiritual and educational foundations of a renewed civil society in Uzbekistan.
The international cooperation
Taking into account the fact that the Institute was established recently, international cooperation is carried out within the timeframes specified in the “Program of the Institute's research work for 2021-2025”. In particular, the Institute together with the National Human Rights Center of the Republic of Uzbekistan with the support of the GIZ Program «Assistance to Legal Statehood in Central Asia» on May 25, 2021 prepared and held an international conference on the topic:
«The German Doctrine of Administrative Law and the Formation of the Institute of Administrative Procedures in Central Asian Countries», timed to coincide with the 45th anniversary of the adoption of the German Administrative Procedure Law.
The event was attended by leading experts in the field of administrative law from Central Asian countries, Germany, Russia and Ukraine.
