The main directions and objectives of the department are:
– study of the general patterns of the emergence, development and functioning of state and law, the genesis and evolution of world political and legal thinking;
– study of the prospects of national statehood and the formation, evolution and development of law;
– study of general patterns of interaction between state and law with civil society institutions;
– analysis of legal problems of the development of national statehood, the relationship between the individual, society and the state;
– constitutional and parliamentary law, research on the development of constitutional justice;
– study of modern problems of protection, support and provision of human and civil rights and freedoms;
– research of legal culture, legal awareness and sociology of law.
Department staff
Tashkulov Jurabay is head of the Department. He graduated from Tashkent State University in 1976 with a degree in jurisprudence. Over the years, he has held various positions of responsibility. He began his career as a teacher at Samarkand State University, head of a department, dean of the law faculty, postgraduate student of the law faculty of Moscow State University, leading researcher at the Institute for Strategic and Interregional Studies under the President of the Russian Federation. Of the Republic of Uzbekistan, Tashkent State Law Institute, worked as an officer of the National Security Service of the Republic of Uzbekistan, head of the Department of Islamic Law at the Tashkent Islamic University and in many other leadership positions.
Tashkulov Jurabay received his Doctor of Laws degree in 1991. He is the author of about 500 academic papers.
Umidullaev Kakhramon Usmanovich graduated from Termez State University in 2003 with a degree in History, Samarkand State University with a degree in Jurisprudence in 2007 and the Academy of Public Administration under the President of the Republic of Uzbekistan in 2015 with a degree in Public Administration.
He began his career as a teacher, worked as a lawyer in the khokimiyat, as a legal adviser at the Academy of Public Administration under the President of the Republic of Uzbekistan.
Umidullaev Kakhramon Usmanovich received his doctorate in 2019 with a degree in Theoretical and Legal Foundations for Evaluating the Effectiveness of Local Executive Bodies in Uzbekistan. He is the author of about 50 scientific articles and dissertations.
