Department of Administrative Law and Criminal Law Sciences

 

The priority tasks of the department are scientific research in the field of administrative and legal sciences, assistance in the revitalization of the scientific school of administrative and financial law, the development of a young doctrine of the branches of public law in the Republic of Uzbekistan.

Research of institutions of general administrative law, special administrative law, financial law, performing fundamental research in various branches and institutions of public law.

Expertise in the conduct of scientific assessment and analysis of legal concepts and draft regulations prepared by public authorities, interaction with international organizations in the field of the rule of law.

Participation in comparative joint scientific research with scientists from the CIS countries, the development of draft model legislative acts on specialized topics, conceptual solutions in the field of organizing public administration, certain issues of administrative reform and administrative proceedings.

Development of scientific relations with specialized departments of scientific institutions and universities of foreign countries.

Nazarov Ravshan Rinatovich Candidate of Philosophical Sciences (1995), topic – “National relations as an object of socio-political management”. Honorary Professor of Shaanxi Pedagogical University (Xi'an, Shaanxi, China, 2018).

In 1983-1988 – student of the Faculty of Philosophy of Lomonosov Moscow State University (Moscow, Russia), in 1991-1995 – postgraduate-student of the Department of Philosophy of Tashkent State Technical University, in 1999-2002 – doctoral-student of the Department of Sociology and Political Science of the Institute of Philosophy and Law of the Academy of Sciences of the Republic of Uzbekistan. In 2000, he completed the training course “Minority Rights” at the Faculty of Law of the European University of Belarus (Minsk).

In 2006 . – Intern at the Faculty of Political Science at the University of Georgia (Athens, Georgia, USA). In 2007-2008 – intern-doctoral student of the Information and Analytical Center of the Lomonosov Moscow State University (Moscow, Russia).

      Nematov Jurabek Nematiloevich Leading researcher of the department of ISL AS RUz.    Doctor of Law, Associate Professor.

Graduated from the Tashkent State Law Institute (2007). Studied as a master and doctoral student at the Faculty of Law, Nagoya University (Japan) in 2008-2014. He successfully defended his doctoral dissertation in Japan in 2014 on the topic "Legal problems of administrative justice in Uzbekistan." 2014-2017 he worked as an associate professor of the department and head of the department at the APA under the President of the Republic of Uzbekistan. 2017-2018 worked as an assistant professor at the Academy of the General Prosecutor's Office of the Republic of Uzbekistan. From 2019 to the present day he has been working as an associate professor at the TSUL.

In 2019 he defended his doctoral dissertation on the topic "Improving the legal foundations of administrative procedures in the Republic of Uzbekistan: a comparative legal analysis."

Author of a number of textbooks, monographs and over 60 scientific articles.


 

     Kvitkov Yaroslav Mixaylovich In 2008 he received a bachelor's degree in law from the National University of the Republic of Uzbekistan. In 2010 he graduated from the magistracy of the Faculty of Law of the National University of the Republic of Uzbekistan. Started his career as a paralegal assistant (2007-2012). In 2012-2016 he worked as a chief specialist at the Academy of Public Administration under the President of the Republic of Uzbekistan.

In 2016 - 2021 he worked as a leading specialist, chief specialist of the department of analysis and research in the field of human rights of the National Human Rights Center of the Republic of Uzbekistan. He is the author of more than 30 scientific articles, as well as a co-author of the methodological manual «Gender Expertise of National Legislation». 3rd class lawyer.

In 2021, as part of the implementation of the Decree of the President of the Republic of Uzbekistan dated November 22, 2021 No. R-5 «On organizational measures for the development of the Administrative Reform Program of New Uzbekistan for 2022-2023», participated in the activities of a working group to develop proposals for determining the status, improving structures and optimization of staff units of public administration.

Research interests: administrative law, international law, human rights, comparative law, constitutional law.
